As HBW’s Director of Legal and Government Affairs, Shawn provides in-house legal counsel to HBW Resources. He also assists the Federal Affairs team with regulatory and legislative analysis and consults on policy positions for HBW clients. Shawn primarily supports clients in the oil, gas, and carbon capture industries. Shawn provides additional support for HBW clients through strategic outreach and consultation with industry stakeholders and representatives.

Before joining HBW Resources full-time, Shawn was a Summer Associate in both HBW’s Washington D.C. and Houston, Texas offices, where he assisted in legal and regulatory analysis matters for HBW staff and their clients. Shawn holds a Bachelor’s degree in Environmental Studies from Ursinus College, a J.D., and a Graduate Certificate in Energy Law and Policy from Louisiana State University Paul M. Hebert Law Center.
